রাজশাহী মেডিকেল কলেজ হাসপাতালে (রামেক) ২ বছরেরও বেশি সময় ধরে দেড় কোটি টাকা দামের একটি অত্যাধুনিক নিবিড় পরিচর্যা ইউনিটের (আইসিইউ) অ্যাম্বুলেন্স অযথাই পড়ে আছে।
কর্মকর্তারা বলছেন, পরিচালনার জন্য দক্ষ কর্মী না থাকায় অ্যাম্বুলেন্সটির এ অবস্থা।
রামেক কর্তৃপক্ষের তথ্য অনুসারে, ঔষধ প্রশাসন অধিদপ্তর ১ কোটি ৫০ লাখ ৪৪ হাজার ৮৫৫ টাকা ব্যয়ে অ্যাম্বুলেন্সটি কেনার পর, ২০১৯ সালের মে মাসে এটি রামেকে পাঠানো হয়। তারপর থেকে গত বৃহস্পতিবারের আগ পর্যন্ত শীতাতপনিয়ন্ত্রিত এ অ্যাম্বুলেন্স একজন রোগীও বহন করেনি। সমালোচনা এড়াতে হাসপাতাল কর্তৃপক্ষ বৃহস্পতিবার রোগী বহন করা শুরু করলেও, সেখানে জরুরি যন্ত্রপাতি পরিচালনার জন্য কোনো দক্ষ ডাক্তার বা নার্স রাখা হয়নি ।
রামেকের পরিচালক ব্রিগেডিয়ার জেনারেল শামিম ইয়াজদানি দ্য ডেইলি স্টারকে বলেন, আইসিইউ অ্যাম্বুলেন্সটি ও এর সরঞ্জাম পরিচালনার জন্য একদল দক্ষ ডাক্তার-নার্স এবং একটি পরিচালনা নীতি প্রয়োজন।
তিনি বলেন, 'করোনা রোগীদের নিয়ে ব্যস্ত থাকায়, আমরা প্রয়োজনীয় দল ও নীতি প্রস্তুত করতে পারিনি।'
এ ছাড়া, সময়মতো অ্যাম্বুলেন্সের ডাক্তার-নার্সদের ভাতা বা অ্যাম্বুলেন্সের ভাড়াও ঠিক করা হয়নি বলে জানান তিনি।
সম্প্রতি রামেক পরিদর্শনের সময়, এ সংবাদদাতা অ্যাম্বুলেন্স চালক আশরাফুল আলীকে গ্যারেজ খুলে আইসিইউ অ্যাম্বুলেন্স এবং এর ভেতরের ইলেকট্রনিক যন্ত্রপাতি চালু করতে দেখেন।
হাসপাতালের কর্মকর্তারা জানিয়েছেন, মোবাইল ভেন্টিলেটর, ইসিজি মনিটর, ডিফিব্রিলেটর, সাকশন ইউনিট, নেবুলাইজার এবং অক্সিজেন সরবরাহ ইউনিটসহ অ্যাম্বুলেন্সটিতে প্রায় ৪০ ধরনের জীবন রক্ষাকারী যন্ত্রপাতি রয়েছে। এ সংবাদদাতা সবগুলো যন্ত্রই প্লাস্টিকে মোড়ানো অবস্থায় দেখতে পান। কারণ, এগুলো কখনো ব্যবহারই করা হয়নি। আধা ঘণ্টা পরে, অ্যাম্বুলেন্স চালক গ্যারেজের শাটার বন্ধ করে বেরিয়ে আসেন।
আশরাফুল আলী বলেন, 'মেশিনগুলোতে যেনো মরিচা না পড়ে, সেজন্য আমি প্রায় প্রতিদিনই অ্যাম্বুলেন্স ও যন্ত্রপাতি চালু করি। এখন পর্যন্ত কেউ অ্যাম্বুলেন্সটা চায়নি।'
তিনি জানান, এ অ্যাম্বুলেন্সের এখনো কোনো ভাড়া নির্ধারণ করা হয়নি। হাসপাতালের সাধারণ অ্যাম্বুলেন্সগুলো একজন রোগীকে ঢাকায় নিয়ে যাওয়ার জন্য ৫ হাজার ৬০০ টাকা নেয়।
রামেকের একজন হৃদরোগ বিশেষজ্ঞ বলেন, অ্যাম্বুলেন্সটি ব্যবহার করা হলে অনেক মৃত্যু এড়ানো যেত।
নাম গোপন রাখার শর্তে তিনি বলেন, 'রোগীকে তোলার পরই এ অ্যাম্বুলেন্স জরুরি সেবা দিতে পারে এবং জীবন বাঁচাতে পারে। কিন্তু কর্তৃপক্ষের অযত্ন-অবহেলার কারণে এমন দরকারি যানবাহন ব্যবহার করা হচ্ছে না।'
সুশাসনের জন্য নাগরিকের (সুজন), রাজশাহী শাখার সভাপতি আহমেদ শফি উদ্দিন বলেন, 'কর্তৃপক্ষের অবহেলার বিষয়ে তদন্ত করা উচিত। সব নাগরিকের গুরুতর রোগীদের জন্য এয়ার-অ্যাম্বুলেন্স ভাড়া করার ক্ষমতা নেই। এ অ্যাম্বুলেন্স তাদের জন্য কিছুটা হলেও আশার কারণ হতে পারত।'
প্রাণ বাঁচাতে শফি কর্তৃপক্ষকে ভালো মানের অ্যাম্বুলেন্স সেবা ও ভর্তুকি দেওয়ার আহ্বান জানান।
রামেকের পরিচালক জানান, তারা সরকারের উচ্চপদস্থদের সঙ্গে কথা বলেছেন। অ্যাম্বুলেন্সটি সাধারণ অ্যাম্বুলেন্সের মতো পরিচালনা শুরু করার নির্দেশ দেওয়া হয়েছে। এ ধরনের কাজের সময় বিশেষ যন্ত্রপাতি ব্যবহার করা হবে কিনা তা জানা যায়নি।
তিনি বলেন, 'আমরা ৭ দিনের মধ্যে অ্যাম্বুলেন্সটি আনুষ্ঠানিকভাবে চালু করব। কেউ যদি এর আগেই অ্যাম্বুলেন্সটি চায়, তাহলে আমরা তাকে সাধারণ অ্যাম্বুলেন্সের ভাড়ায় এটি দেব।'

At a time when intensive care unit (ICU) support is so much in need, a state-of-the-art ambulance worth Tk 1.5 crore has just been lying idle at Rajshahi Medical College Hospital (RMCH) for over two years.
Officials pointed to a lack of skilled staffers to operate the vehicle as an explanation.
The air-conditioned ambulance, which can provide mobile ICU support to patients, did not carry a single person since it arrived at RMCH.
According to hospital officials, the ambulance was sent to RMCH in May, 2019, after it was procured for Tk 1,50,44,855 by Director General of Drug Administration.
Operating the ambulance and its equipment requires a skilled team of doctors and nurses, and a policy on how to operate, RMCH Director Brig Gen Shamim Yazdani told The Daily Star.

"We could not prepare the required team and policy, as we had to deal with the surge of Covid-19 patients," he said, adding that they could not fix allowances of doctors and nurses for this service or the ambulance fare in time.
During a recent visit to RMCH, this correspondent saw ambulance driver Ashraful Ali opening the garage, switching on the ICU ambulance, and powering up electronic equipment inside the vehicle.
The ambulance has some 40 kinds of life-saving apparatuses, including mobile ventilators, an ECG monitor, a defibrillator, suction unit, nebuliser, and an oxygen supply unit, hospital officials said.
This correspondent saw that all the apparatuses were wrapped in plastic, as they have never been used. Half an hour later, the ambulance driver powered everything down and came out, closing the garage's shutters.
"I do it [turning the vehicle and equipment on] almost every day, so the machines don't rust," Ali said.
"None have so far asked for the ambulance," he said, adding that no fare was fixed yet for operating the vehicle. Normal ambulances of the hospital charge a patient Tk 5,600 for transporting them to Dhaka.
A cardiologist at RMCH said many deaths could have been avoided, if the ambulance was in use.
Seeking anonymity, he said, the ambulance can provide emergency services right after picking up patients, and thus, potentially save lives. "But such a useful vehicle is not being used because of the sheer negligence of authorities."
Ahmed Shafi Uddin, president of Sushasoner Jonno Nagarik (Sujan), Rajshahi chapter, said authorities should investigate the negligence.
"Not all citizens have the ability to hire air-ambulances for critical patients. This [ICU] ambulance could have provided some hope for them," he said.
Shafi urged authorities to provide and subsidise high-end ambulance service to save lives.
The RMCH director said they talked with government high-ups and were directed to start operating the ambulance like a normal one. Whether the specialised equipment will be used during such operation remains to be known.
"We will launch the ambulance officially in seven days. If someone wants the ambulance before its launching, we will allow it to go on hire at normal rates," he added.
